A network that processes transactions off a base chain while inheriting its security by settling proofs or data back to it, reducing cost and congestion.
A layer 2's security claim depends on its specific settlement mechanism, and several networks marketed as layer 2 retain a centralised sequencer or an upgrade key. The label alone does not establish what it is usually taken to establish.
